Teachers, social workers, foster parents, and regular parents are supposed to notice behavioral changes, find out what's going on, and report it if told there is abuse. The coaches and teachers at Central Mountain High certainly let down victim 6 when he told them. Because there hasn't been a version of the Freeh report on the other victims, we don't know who else was told Sandusky was a molester. The story broke during football season right after Paterno became the winningest D-1 football coach, so it's been linked to Penn State in the public mind and was initially covered by sportswriters. My view is that this is a lot bigger than sports and the PSU administrators didn't know about 8 of Sandusky's 10 victims and knew he had been cleared in 1 of the other 2 cases. Schultz clearly buried the investigation of the 2001 incident. Paterno, Curley, and probably Spanier didn't make that decision. Schultz's lawyer will probably say that McQueary was imprecise about what he saw or perhaps that he didn't find McQueary credible.

There are basically two mysteries here, one is how nobody knew Sandusky was a pervert or at least didn't report it. The other is how nobody noticed at least 10 children being abused, if not in the act, then afterwards through the effects of the abuse.
