He had a few good years much in the same way that Andy Dalton has, but in no way, shape or form will either one of them ever be regarded as anything more than mediocre. Not even close to the standard of "franchise QB". Comparing Burrow to Pennington is an insult to Joe Burrow. He was second in MVP voting to Manning in 2008.
