The Chargers have plenty of money as there really is no actual salary cap. They will sign Herbert to a huge franchise QB contract and still retain their best players and add when necessary. Josh Allen signed a big extension too and the Bills still re-upped Stefan Diggs and paid big money to free agent Von Miller. They are really going for it all.
