He was a starter when he was here and played on important downs including the final drive of the Super Bowl, why do you think he would be 4th on the depth chart? I would say 3rd at the very least or 2nd behind Moss. 

 

If he hadn't left Perine in FA he would be the starter with Brown being the change of pace back, the coaches and Burrow trusted him so if he came back to the teams he's going to play over guys on the roster like Brown and Williams.
