Some thoughts

1-Only locks are Chase and Yoshi

2-Jones and Williams probably compete for backup Slot spot

3-I think it makes a lot of sense for Higgins to leave, he can make 30+M and we won't offer that. 

4-I'd love to have Higgins back. He's still very young

5-Burton is done

6-Pryor-Burgess and Tinsley are all camp guys. 

7-The needs will depend on whether Higgins goes. If he does then probably not a huge investment. I'd hope for no draft pick and we leverage the desire for veterans to play with Burrow and get a couple near vet min Free agents. 

8-If Higgins goes you will be scrambling for a 2nd WR in a free agency class where they are few and far between.

There are seemingly 2 paths

 

Path 1 Higgins leaves-We aggressively are seeking a #2 WR in the draft and free agency. The free agent market is very thin so we would likely be overpaying one of these guys

1-Keenan Allen-Age is an issue at 33 but he could end his career here and might like the idea of finishing up with Burrow

2-Elijah Moore-Size is a restriction but I hope he's just 25 and has played inside and out

3-Tutu Atwell-He is a big play guy who seems underutilized. I am sure that we would have the book on him from 

4-Josh Palmer-Just 26 and decent numbers he probably still has upside

5-Dyami Brown-Finally started to show his promise and he's just 26

6-Westbrook-Ilkine-He has shown well every year but is limited

7-Brandin Cooks-He's 32 and was coached by Taylor for the Rams

 

Because the spot is so limited in free agency you'd also want some high end draft pick

 

Option 2 you re-sign Higgins. This also allows you to avoid taking a WR in the draft because you have your top 3 and long-term investment near the top. Combine that with their excellent ability to add guys as UDFAs and it would be a spot I'd avoid. You then can play off the idea of getting a veteran who wants to play with Burrow. This is probably someone who is a cap casualty like Adam Thielen or Kendrick Bourne but there is an ok list to start out with. 

 

1-Zaccheaus-I've wanted him for years, nice production in DC, Inside and outside, came cheap

2-Powell-Powell was productive in 22 nd 23 also cheapr

3-Lil'Jordan Humphrey-His name is Lil'Jordan...That's enough. He's just 27, great size, cheap, had his most productive year this year

4-Noah Brown-He makes a lot of sense, OSU ties, cheap, a great separation score and win rate....he's the one for me.....and didn't he destroy us one year and give me sadness

5-Tyler Johnson-Rams WR is very under the radar for me, just 27, cheap

6-Tim Patrick-Was out of football for a couple years and then was great for the Lions this year. 

7-David Moore-The perfect journeyman productive last year and 2018-20, 4.48 forty at some point in his life. 

8-Hodge-Falcons wideout who has 9 starts over his career

9-Valdes-Scantling-At some point he ran a 4.37. 68 Career starts

10-Van Jefferson-Recent Stealers starter who wasn't productive enough to stay a starter, but had a great 2021 and decent enough stats for a 4th guy. 

11-Simi Fehoko-Just 25, if you can steal him off the Chargers for cheap there is still meat on the bone here. Can also play teams. Was productive in season and preseason for the Chargers so his market might be higher with his youth nad in a very poor WR class. Great win rate and separation score

12-Sterling Shepard-The tail end of what started out a pretty promising career. Maybe the perfect guy who wants to end his career in a JB led offense.

I've seen Darius Slayton from the Giants suggested as a Tee replacement if he isn't back.

 

We'd have to use pick 17 (or trade down a bit) but Emeka Egbuka would be a good fit. He'd be a plus replacement for Tyler Boyd.

I love Tee, but like others have said, when you pay a QB, it's his job to make average receivers better. You pay Ja'marr and let Tee walk. That means we may need to sign a WR in FA and maybe draft one, but it's ultimately up to Joe to maximize these guys. Take that money you save on Tee and upgrade somewhere on one or both of the LOS. If you look at the top QBs in the league (Josh Allen, got further w/o Diggs, Mahommes, never really had an elite WR outside of Cheetah, but he has had Kelce).

The only good thing about drafting poorly for so many years is that you don't have to worry about extending a bunch of guys. But you absolutely have to extend the few draft choices that prove worthy of a big second contract. Tee is one of those few to work out well - pay the man.

Don't forget that apparently Burrow is actually closer to Tee off the field than he even is to Ja'Marr. 

 

Tee is Burrow's closest friend on the team. Give your HoF QB what he wants and bring them both back.

Its a totally new venture ...

 

I believe they'll get JMarr and Tee signed long-term.

Anything less would send a message that they're not all in

to win it all..

 

They better get this done or the negatives from not would be devastating 

publically.

She has pressure on her to strain all of this..

Not exactly. In negotiations, it takes two to dance. Each have to give up something to make it happen. 
 

As it stands now, the “Big 4” have been handed the upper hand by the media/fans. In true negotiations, it won’t work that way. 
 

In my line of work…in order to assist settling disputes…an independent mediator is chosen by both sides to help both sides reach an agreeable conclusion. This type thing has been used in MLB for eons. It works.

Except the difference in pro sports is, if there is a dispute, the player can just leave. Thus, it is not a dispute like an organization and a union. Higgens can simply demand a certain number and the team can offer a number and if they dont agree after some back and forth he moves on. There is nothing to 'mediate'.

The first step the Bengals need to do with Tee is tag him again

 

That will not keep them from negotiating a full extension, but it will lock him down and notify other teams that they will need to trade for him if contract talks collapse.

True. But mediation is not built into the free agency system in the NFL. I cited MLB as an example of a built-in resolution (it’s called “arbitration” there). The difference there is that an arbitrator evaluates the salary claims of both sides, and then decides the number. Which is why teams push hard to “settle” player salaries before the arbitrator decides.

If someone's willing to pay Higgins WR1 money to play 10 games a year I'm not sure the Bengals should try to match them.  This however assumes they are going to invest that money in other impact players instead of carrying contracts like Hubbard or Rankins just because it requires less effort and makes them feel nice.

 

A competent FO would've traded him last year if they didn't intend to keep him.  Instead they take a flyer on some headcase in the 3rd round & are now caught out, stuck with using a 2nd franchise tag with no apparent replacement in the wings.  Good thing job performance has nothing to do with one's employment with this team.
