The Giants had no interest in moving him until he was unhappy with his contract and wanted out. Harbaugh probably didn’t mind screwing the Ravens and dealing him in their division. To be fair, the Bengals were probably hedging that they’re going to be wiped out at #10 so why not invest in a proven player. Definitely out of character but kudos for actually pulling the trigger.
