upon first boot and isntalling an OS will the computer recognize the wireless devices like to get into bios, setup raid, etc, or would i need to have windows installed and install the logitech driver and stuff before those are usable?

The BIOS should recognize the USB wireless dongle and the KB and mouse should be usable after post (before OS load). At least that's how all the USB wireless dongles have worked for me. The KB and mouse software from logitech should just provide added features, like programmable buttons, etc. I have a logitech wireless KB and it works right after BIOS post. Otherwise the wireless KB would be pretty lame as you wouldn't be able to access the BIOS without changing KB's.
