Seeing articles about the German dude and the basketball player from Baylor that teams are looking at raised a question. What is stopping teams from signing the german guy or any other foreigners? Do basketball players have to enroll in the draft to get drafted? Can a team just draft them or sign them after the draft without them being in the pool?

You have to be atleast 3 years out of high school to be eligibile for the draft. Beyond that I don't know.
