This is a good thing, considering what is coming down the pike regarding economic crises. In that context, I'm fine with Rove's comments. I hope we hear a lot more of this sort of thing because this admin has used up its "political capital", as that simpleton in the White House calls it. Rove said what he said 1) because he could and 2) because he knew it would lead to petulant acts by the Democrats. The Republican party is less concerned about serving the needs of the people and more about creating more power for themselves & their friends.
