Penn State beat OSU and won the conference. Tough to say they shouldn't be in. 

We could have only one undefeated team at the end of the year and they might not have won the national championship. Tough to say they shouldn't be in.

Here's the thing though. Wherever we set the cutoff there will always be 1 more team that thinks it's deserving that gets left out. Four is fine.

Should be the best teams.  Whether it's 4 or 8, regardless of conference winners.

Probably, but not always.  This year for example, I do not think Oklahoma is one of the 8 best teams in the country.  (Even though the committee disagrees with me.  I think USC is better.)
