Yeah, with some restrictions like they're not allowed on the interstates.  Think it's similar to how they class dirt bikes under a certain size but I don't own one myself.

I bet you can get some good deals on them in the southwestern states.  Outside of urban communities everyone seems to have traded them in for side-by-side UTV's.  A lot of people run them off-road in groups but even for the many who never so much as jump a curb it's the cool thing to have instead of a golf cart.  They've been street legal here in AZ for a long time now so maybe everyone bought up the old carts by now but it wouldn't surprise me if there are still lots full of used ones baking in the sun somewhere.

 

I own some land in Maine, and the local community (super small town, Moosehead lake/Greenville) has a bunch of people in a non profit that clear and make UTV/ATV paths thought the woods and mountains, my wife and I and the Savages, or pals from florida, did a few trails when we were up there a year or so ago. tons of fun. If i can ever get a palce built up there i think id have to own one.
