Too big, not the right material, and they cover windows, all of which violates city ordinances. There’s a story on Cincinnati.com but it’s subscriber access only so I can’t link it. Upgrades make sense I would argue. It is a little confusing. When I read the article it sounds like the $500 million was just for basic repairs and updates like plumbing, electrical and new seats.
