The Browns have no choice other than to pray Watson comes back and plays close to his previous pro bowl level.  You are right, keeping an old marginal backup people AND PLAYERS like is not ideal in this situation. 
 

In fact, signing Winston might cause the same issues but he has way more talent than old man Flacco.

He is a legit #2 receiver that played well until the Raiders decided to be the 7th contestant in the “This time Josh McDaniels will be a great coach!” game.   
 

And getting rid of Derek Cousins err Carr for Jimmy “glass jaw” Garopollo  was genius.  It’s like dumping your cute, cool and frisky girlfriend in high school for the hotter always available girl only to find out why she is always available. 
(Yeah, she was batshit crazy)
