Just sort of a pondering on my part - Marge spouts these things (controlling the weather, Jewish space lasers, etc) - no way she believes that right? She just spouts it to the followers because they are stupid enough to believe it. On the other hand, she does seem pretty dumb. I find that interesting.

From what I've read elsewhere, this is inaccurate.  They were not test kits, but rather reusable testing machines meant for hospitals and in short supply.
