Of course he has an offer on the table, why wouldn't the Bengals make him offer...that doesn't mean it's an offer he wants to sign or it would have been done by now. For most of training camp I have felt the same way, but right now I'm thinking the Higgins extension won't happen. A pity. Hopefully, that is the case and Tee is signed sooner than later, but I can see a world in which he might get franchised if they can't get a deal done during the season.
