... That's a terrible idea. The Bengals have options and there are other cities that would gladly give them whatever they want.

 

NFL franchises are so coveted that it comes down to --> "Do you want to pay for the luxury of having one? No, ok then someone else will." 

 

Ohio's Modell law means the Brown family would have to put the team up for sale before they could relocate. They won't do that.

The Modell Law has never held up in court because it's never been officially challenged, but I believe if it ever was, it would be ruled unconstitutional by the US Supreme Court.

 

It's one of those laws that pandering politicians pass as a PR stunt, knowing they don't have the legal right to do it.

But that would cost time and money to challenge.  Also, the thought of MB paying a $500 million relocation fee to his fellow owners is laughable.  Bottom line, the threat of leaving is not what it was 30 years ago.

The state/city sued the Columbus Crew’s owner during their proposed move to Austin TX in 2018 using the Modell Law. The trial court issued a “pause” injunction, and encouraged negotiations. The owner appealed, but was denied. Jimmy Haslam, ironically, put together a purchasing group, and a deal was concluded to buy the Crew and keep them here. 
 

The law wasn’t fully adjudicated, however it had enough clout to have the first two rungs of state court agree.

Yep. The suit was filed by then-AG DeWine. If the Bengals tried to move, the state of Ohio would vigorously try to enforce the law. If it was applied, the current owners would have to offer it for sale to local ownership for a fair price. If there is no agreement on what a fair price is, it would be settled by a jury ala eminent domain valuation disputes. The NFL very much doesn't want that.
