If Garrett and the Browns and the other team want it to happen, the cap isn't a problem. He'd just have to repay the Browns for previously advanced signing bonus. That reduces their cap hit. He won't do that unless the new team makes it good for him but if they want him bad enough, it can be done.

I remember near all of them and not one was 

close to elite..

It's almost comical to think in decades no hit.

 

They have the opportunity to draft a QB with huge potential as alot of the younger duel threat QBs are showing now.

I hope they bust again .

Only judging from real Browns (pre-1999):

 

Brian Sipe was pretty good (actually is ahead of Otto in all-time passing)

 

Bill Nelson and Frank Ryan from the dirt/mud days.

Yeah there's so much Parity in The League that the same team is poised to win their 3rd SB in a row while others are still searching for one after decades.
