If you don't want to pay Tee, presumably we could get at least an early 2nd rounder for him in trade and probably a late 1st, given the poor draft class. Who would you spend the cap space on though? Milton Williams at 24 mil? Josh Sweat at 20? DJ Reed at 16? Cam Bynum at 15? Zac Baun at 15? If we trade Tee, the team would probably feel obliged to sign an expensive veteran WR like Cooper or Diggs or Slayton. Those guys will get 15+ and IMO the money is better spent on Higgins.
